San Andreas Today: BoTS employees protest outside County Hall. "They will pay" warns County Commissioner.

LOS SANTOS --  What does a convoy Los Santos's Bureau of Traffic Service's tow-trucks indicate? No, not a large pile up or an emergency. Protest.

 

The ongoing stand-off between Los Santos's Bureau of Traffic Services and the local government administration over alledgly illegal bonuses escalates one day after County Commissioner Thomas Mengele called for BoTS director Scott Bishop to resign.


Mike Lawzon, who was awarded the largest of the known bonuses ($50,000) announced a strike yesterday that was cancelled within one hour, citing intervention from the District Attorney's Office. However, the cancellation of the strike was not an indication of defeat for those in the Bureau who believe the bonuses are just and that the current Bishop/Caine administration should stay.
Around ten tow trucks were neatly lined up directly across from the County Hall  at around 5PM today, as employees of the government department showed their discontent to County Commissioner Thomas Mengele who was at the scene over his calls for Scott Bishop to resign.

"They're showing 'strength through numbers' Mr. Lawzon just told me" shared County Commissioner Thomas Mengele. The Commissioner labelled the protest an attempt at "intimidation".

 

"What the BoTS did goes against the very foundation of what the CPQL was founded upon. And for that, they will pay."

 

While it's unclear what "pay" means in the context of the dispute, recent events have indicated Scott Bishop will most likely not be leaving his post voluntarily despite the County Commissioner's repeated calls for his resignation.

What is clear is that many with in the Bureau appear to stand behind him, and see no issues with the $90,000 of bonuses awarded in the past month. Even if the awarding of such large amounts of money constitutes embezzlement in the eyes of the county government administration.


Scott Bishop and Beurau of Traffic Services representatives have not been able to be reached for comment despite several attempts to get in touch.

An interview with Scott Bishop was interrupted by District Attorney Steven Spade and a Los Santos Police Department officer who arrested the BoTS director on the scene for felony embezzlement and possession of a weapon in a restricted area. Bishop had been sharing his opinion on the previous days events and the accusations of corruption at the time, sitting on a sofa in the County Hall. 

 

"I think it's overblown, I do not see why it is a problem to reward people. People get medals and pensions. BoTS doesn't get that." 

 

During the interview, the former director mentioned that he had no knowledge of today's protests until he found out via social media afterwards and that he had no oversight in yesterday's failed strike action.

 

"I wasn't there. I didn't organise it. I've been out of Los Santos."

 

He also shared his reasoning behind the largest of the bonuses. According to Mr. Bishop, two years of worth data from the Bureau of Traffic Services website was corrupted and Mike Lawzon was rewarded $50,000 for "saving" the website. He also stated that the bonuses were part of a bringing a different approach, and blamed the local government for holding back the bureau.

 

"We would like to be able to do so much more for the company, but the local government just wants us to stick to the mould that everyone keeps hating BoTS for. I myself have asked to improve the company and every time got told no. Always told "you are apart of the government and you can't do that."

 

District Attorney Steven Spade offered what could be considered a counter point later on in the night after Mr. Bishop had been detained, commenting that the former director did not really understand how his agency should operate. 

 

"I think the real issue here is that the Bureau's management does not understand That the Bureau's financial capital is not their so spend at will.  Technically speaking, any money spent needs to be properly accounted for, and authorised.

 

 There needs to be accountability, and Mister Bishop has demonstrated that he has very little of that."

 

Scott Bishop currently is in holding at the Los Santos Detective Bureau awaiting trial and could face up to ten years in prison. According to the District Attorney's Office, other BoTS members are currently being investigated and further arrests may follow.

Comment: That's like saying if you are a cashier for a company and you make money the boss doesn't realize you did, it's okay for you to take it and do whatever you want with it (aka stealing). Money generated in the name of BTS is not theirs to spend because they are a government owned company licensed to operate in San Andreas. That priveledge can be just as easily taken away.

My "bonus" was a mere payment to an invoice provided to Mr. Bishop, and as I have stated in previous briefings, I am more than willing to revoke the changes made to the Bureau website and leave it up to the government to handle.

 

it comes from a Federal Government member whom of which stated "The BTS is responsible for the maintenance and upkeep of their own servers. With rollbacks to our side of things, BTS must manage their own.). It took inwards of 24 hours to restore the website and recover all the data that was once lost.

 

it comes as a shock that Mr Mengele feels the need to threaten the Bureau for its display of respect to its leader. The display comes prior to a meeting that was to be held between myself and Mr Mengele, who once we arrived, cancelled the meeting and called authorities who advised what we were doing was not a crime, which Mr Mengele accused it of being and caused a whole department to arrive for nothing. Which is misuse of Law Enforcement.

 

The Bureau has undergone some changes since the original upbringing of these accusations against Cain and Bishop, true or not. We have this far had 2 members of staff resign from their positions. This number is estimated to rise in a matter of days. The Bureau sees fit that under its current management (being held by Valentin Payne, who uses

myself as a conduit do to personal subjective reasons) it will be able to remain in operation.

 

However, with the CPQLs interference, and rumours of who may be taking over as Managing Director off the street, no one in the Bureau is pleased. 

 

It also comes to a culture shock from us here at the Bureau when it comes to

communication. The Government has not attended or requested any Operafions

meetings, They have had no contact with the Bureau and have had no say in its financial operations until the public had an issue. Why must the public point it out? Where is our Governmental Communications Relay? Where is our Governmental Representative that should be working our duties, hosting Safety meetings and assisting in operations? I don't see one.

 

When Mr. Mengele made the meeting with myself and a Supervisor, he made it clear he would see to us at a 30 minute time. We arrived 10 minutes early with our lineup. We had our trucks peacefully line up, park legally and stand outside in a display of "We are strong under our leadership. Why change?". We cleared our trucks almost immediately, as had been the original plan. Now what I don't understand is why the Media feels the need to report on things they have zero insight into and are point blank biased to the CPQL Government.

Comment: People always hate the ones who stop them from doing anything illegal or against the rules, which is happening these days, and what happened with Rapid Towing, and what will happen with the upcoming ones.

The streets have always been clear from the illegaly parked vehicles, now that our leader is arrested, look at the streets and look at what you have done with the company.

Comment: Hopefully the future leader of Bureau of Traffic Services will reform the whole company and kick out any of the troublemakers that have been causing my dear friend Thomas Mengele distress while he's trying to improve the city. But BoTS feel they're better than everyone because they get $50,000 bonuses for fixing a simple issue with the website.
