    Money and power, the hustle and loyalty, the love for the game – this is what they thrive on, that’s what it is all about. Little was known for the “Sinners”, as they were referenced on the street, a.k.a “Sin Town Crooks, Sinners Mafia”, a prosperous tight-knit gang residing in South Los Santos. The affiliates were residents of the surrounding neighborhoods, scattered predominantly across Chamberlain Hills, Strawberry and Davis. They were independent, flying no colors, paying respect to no banner. The motive, the goal linking the individuals was pretty simple: money by any means. 
     
    Operating as a loose coalition, they were overlooked and simply underestimated. Their nickel-and-dime operation consisted of petty thefts (shoplifting and pickpocketing), burglary, fencing and small time drug dealing but most notably, the main source of income was car theft and credit fraud. The Sinners were part of an infamous car theft ring run by Raphael Gonzalez, a notable figure within the Mexican Mafia, also known as La eMe. Raphael Gonzalez also ran a credit fraud scheme whereby the collecting was done by the Sinners.
     
    Sin Town Crooks hustled the southern streets of Los Santos for a year during which the set managed to accumulate enough respect across the neighborhoods and practically made a name for themselves by running errands for Raphael Gonzalez and his associates. The Sinners became a regular fixture at the Crenshaw Villages open-air drug market, where they pushed dime bags regularly.
     

     
    Eventually the opportunity presented itself for the Sinners to increase the altitude of their drug dealing operation in the person of South Los Santos kingpin Marques “Juicy Marc” Holloway. Casseus “Axe” Tate, 27 years old, native of Chamberlain Hills, Los Santos and Lennox “Knox” Burnett, 24 years old, native of Chamberlain Hills, Los Santos became the distributors as the two most respected figures within the Sin Town Crooks. Enormous power was handed in their hands but with power comes responsibilities.
     
    Tate and Burnett did not limit themselves and the Sinners to only Chamberlain Hills and they commenced gradually to expand their territory to the surrounding neighborhoods too as Holloway’s underlings. Soon they were distributing Juicy Marc’s product across the vast majority of the southern neighborhoods of Los Santos, including Chamberlain Hills, Rancho, Strawberry, Davis and La Puerta. The growth however attracted inevitable heat from the local gangs and cliques and the Sinners soon found themselves in a dispute over territory, which later developed into a war, with the Jamestown Locos X3, a Sureño gang based on Jamestown Street in Rancho and the S/W Hustler Crips, a subset housed under the infamous Crip banner, a Juicy Marc longtime rival.
     

     
    The following conflicts unfolded a chain of events which did not favor the Sinners. The drug operation was grounded, the business was left dry. The Sinners gave casualties to the war conflict with the count of 6 – Tamika “Lowk” White, 19 years old; Lawrence “L-Dog” Reed, 20 years old; Orlando “Jaws” Morris, 20 years old; Marius “Super Mario” Floyd, 22 years old; Zackary “Tweaker” Donovan, 23 years old; and Theodore “Slug” Hughes, 25 years old, two of whom were notable individuals within the Sin Town Crooks, leading respective operations in Davis and in Strawberry. 
     
    The following year a police task force targeted and dismantled Holloway’s organization. Seventeen defendants were charged in two federal indictments. Eleven of the defendants faced court in the Southern District of Los Santos with conspiracy to distribute seven kilograms of cocaine and two kilograms of methamphetamine in and around South Los Santos. Marques Holloway himself was charged with money laundering, tax evasion and operating a continuing criminal enterprise and is set to server 50 years in the state penitentiary. The leaders of the Sinners and Holloway’s distributors were also indicted; Casseus Tate was sentenced to 30 years imprisonment with no parole on a first degree murder charge, Lennox Burnett was sentenced to 5 years imprisonment on a drug trafficking charge. 
     

     
    The imprisonment of the main figures Tate and Burnett resulted in an upheaval within the Sin Town Crooks gang. The rival gangs acknowledged the weaknesses and seized the opportunity to overtake the controlled by the Sinners territories and complete erase them from the business. Following those events, the present members disbanded the set and fled the scene, some in a pursuit of a new stronghold, some continued on the streets as independent dealers.
     
    Sin Town Network is an initiation of Lennox Burnett and Wesley Glover. Burnett and Glover grew extremely close in the general population, both spending their sentences within the state prison. Their paths crossed again outside after both of them successfully came out free, this time it was business. The same old love for the game, the same old money chase linked the two together and made them business associates and eventually partners in a tight-knit organization which allegedly operates in Baine County as of now and consists of the remnants of the once Sinners Mafia and newly acquired associates within the state penitentiary, and is expanding its modus operandi on a day to day basis. The crime in Paleto Bay in particular is reportedly increasing and that inevitably brings immense fear to the locals.

    A car theft ring on the rise?

    The local police department is investigating a string of car thefts happened in the last days.

    According to the police, every theft is allegedly connected to a car theft ring which is being operated somewhere across Baine County. "The perpetrators seemingly are experienced individuals. Their actions are coordinated, swift and most importantly successful", said Mariana White, a lead investigator on the case.

    "We managed to retrieve a video from a local market across the street of one of the crime scene. Unfortunately, we are unable to identify the suspects based on this video alone but we can outline their mannerism and specific movements which can be crucial in our further investigation.", said Anthony Hamilton, chief of the department.
     



    The authorities are warning the locals to keep their cars locked and the alarm to be on, it may slow the criminals.

    A three months long investigation into an alleged drug distribution network at a local housing complex led to an arrest and the seizure of large amount of drugs, cash and handguns upon the execution of a search warrant on Warren Clifford, said the authorities on Monday.

    Warren Clifford, a 24 years old African-American, was found in possession of drugs with an estimated street value of $42,000, $6,000 in cash and illegal firearms in his own apartment where he lives alongside his little sister Serenity, 13 years old, and his mother Tanisha, 46 years old.

     

    The search was executed as a result of an extensive investigation of the local police department with the narcotics division .It is unknown to the authorities whether Clifford's mother and sister were aiding him in his criminal activites, a further investigation will determine the outcome. 

    Clifford was arrested and charged with possession of illegal firearms and possession of controlled substance with intention to distribute. He was immediately lodged within the county correctional facility. A bail of $45,000 was set on the charges.

    "Clifford has been a long time distributor who maintained his affiliations allegedly to a local gang named Sin Town Crooks in Paleto Bay and I am glad that his criminal endeavors were put to a stop by the efforts of the local authorities.", said Detective Donovan.

    Ban Leniency
    In accordance with our announcement on stream, we are introducing a leniency on current ban records. This means if you are currently banned for any reason (that isn't a blacklist) you are eligible to received a much lighter sentence of a unban on the spot. If you think an admin is still being overly harsh with your ban please reach out to me. I would love to hear it.
     
    To give a couple examples,
    Bob was banned for powergaming after gaining > 20 points on the ban system. Even though his infractions were minor, they built up to a long term ban.
    Bob is perfectly eligible to be unbanned, today.
     
    Peter was banned for alt-alt with a 20 point infraction. He was since unbanned but received a couple of points for MG resulting in a perm ban. This is a misuse of the system if his ban was to be upheld for longer than necessary. Peter can be unbanned after only a couple days or a week.
     
    We will be continuing this policy up to the release of V.
     
    Open Door Policy
    I wanted to take a moment to remind players about Owl's open door policy with members of UA and specifically the Head Admins. If you have any concerns of suggestions to bring up to staff, please reach out to myself or another Head Admin. At the very least we can help direct you to where on the forums such an idea could be posted so the whole community can get involved.
     
    I have been hearing concerns of corruption within the GAT ranks. I take these seriously, please reach out to me ASAP if you have proof of such an event. I can ensure you remain anonymous in your report and we can look at resolving it.
     
    Just to re-iterate, I'm always available on the OwlGaming Discord with my PMs open. I also will respond to any forum PMs I receive. I know many are adverse to creating a formal ticket for complaints, so this is a way for you to write something short and sweet to see immediate results.

    What is the duration of the public beta?
    There isn't one. Once we're out, we are out. We'll continue to provide frequent script updates and when we're happy with removing the beta tag, we'll do so.
     
    Is there any wipe involved in the transition from public beta to full release?
    No.
     
    Will my MTA/OwlGaming account work for V?
    Yes, your account is shared across both games.
     
    Will there be stat transfers from MTA to V?
    No. While your core account data is shared (e.g. username, password), nothing else is.

    The logic behind this decision is that V is a separate universe from MTA/GTASA and it would not make sense that characters/factions exist as is within both, vastly different, universes.
     
    Will my GCs be usable on V?
    Existing donator perks will not transfer over. However, any GC acquired, even prior to release, can be redeemed on V.
     
    How do I connect to the server? How do I install the modification?
    We will be providing a connection guide closer to when the public beta is launched.
     
    Can I reserve MTA character names?
    MTA Characters that have been recently used and have a large number of hours played, will be unavailable to create on V. This is to prevent users from lazily using the exact same characters and character development (which doesn't make sense in a parallel universe) and to prevent trolling.

    Soon after engaging in a conversation with two strangers on a motorcycle, a vehicle approaches the duo and unloads fire onto them. Attempting to avoid any crossfire I jog my character to the side before being gunned down. I'm forced to roleplay my injuries which inevitably leads to my death due to the amount of wounds and no medical treatment. I understand that there are possible reasons to why the duo got shot but I don't understand mine, considering I managed to get away from fire though I was still specifically gunned down. This wasn't a possible crossfire as I had no clear affiliation with the victims as well as them dying prior to my character. I was also told that there was no intent for my death, just an injury. If that's the case I don't understand why I was repeatedly shot.

    In 2003 the notorious Guasave Aztecas XIII, led by Ismael “Shadow” Barajas began to push their way into becoming the most feared organisation in Sinaloa. Known for their ruthlessness, the group was suspected to be the cause of over 300 deaths in the space of a three years, 50 of which were Police Officers.  The group focused on extortion, gambling along with drug and Weapon distribution, with many members targeting other gangs in order to secure different turfs that they could operate from.
     
     

     
     
    Aguayo “Seven” Damian, Ismael's right hand kept the organisation running by being the face of the group, issuing orders and personally torturing those who dared to try betray the group, his most notable method would leave the person with three large cuts on their cheek that branded them as traitor.
    In 2010 Ignacio "Nacho" Coronel Villarreal one of the leaders of the Sinaloa Drug Cartel was killed in a military raid in Guadalajara's suburbs, Coronel killed a soldier and wounded another before being shot. The Military gave a statement stating that they found guns, two hand grenades and $7 million in cash at the house where Coronel was killed. Due to the death of Ignacio, Ismael decided to attempt to take over his operations, this move ended with Ismeal receiving a promotion within the Cartel and therefore spending more time away from the gang.
     
     

     
     
    In 2014 an injunction was placed on the group after several members were caught during a raid on several houses and warehouses that group were operating from. The group lost a good percentage of members who were facing charges ranging from drug trafficking, Vandalism and even murder, with forensics linking other members to many unsolved cases within Sinaloa.
     
     

     
     
    After an emergency meeting by the leaders of the group it was decided that Aguayo would move his set to Los Santos with the hope of rebuilding the reputation they once had but under the name of Seville Boulevard Locotes XIII.
     
     

    Seville Boulevard Locotes XIII also referred to as ‘Eight’ had several morales that the members were to follow:
    Respect every member of the group, no matter what rank they were everyone counted as family.
    Disputes were to be settled by fists only.
    Anyone who raised a firearm to a fellow member without having the go ahead from a high up member would face being kicked from the gang and having a cross cut into each cheek to show they were not to be trusted.
     
     
     
     

    CK Clause:
    You are liable to be CK’d by faction leaders (Or upon the orders of faction leaders) if you do the following:
    Betray the gang and ‘snitch’ on other members.
    Are seen to cause actual issues within the gang such as robbing other members, threatening them etc. Members are meant to work together, not against.
    Bring negative attention to the gang - Such as shooting LSPD, doing deals in the hood, or attacking innocent people without a valid reason.
