    CPQL - Services Contracts

    LSPD and DPS Official Services Contracts Up until this point, there have been no officially established pieces of writing that indicate the duties and requirements in which the LSPD and DPS have in correlation with the government. The CPQL was not required to provide funding to either of these two departments and neither of the departments were officially required to fulfill their duties As of June 1st 2018, Commissioner Mosley's administration, mainly by Emergency Services Commissioner Thomas Scott, have sought out and completed contracts with both of these departments. Before this, the LSPD and DPS were practically operating as private companies that had the ability to request government money. Whereas now they are officially government agencies in the municipality of Los Santos. From this point on these two agencies will be required to fulfill their duties and the government will be required to successfully provide them with resources and funding so that they may keep us safe. The CPQL can also now better enforce regulations upon the departments and has full access to public records and any and all files that either department may have access to.     "Helping the people for a brighter tomorrow." Introduction The San Andreas Peace Affinity Party was founded in 2018 by Nicholas Howard, a long time small business investor, who has lived in Los Santos most of his life. He went to the University of Los Santos in the graduating class of 1980. After finishing his education, Howard traveled to Ghana, Africa, where he partook in various charity projects. Once the charity work concluded in Ghana, Howard returned to Los Santos, investing in small businesses, in order to assist the small business industry. Party's Mission The party's mission is to improve the lives of the citizens of Los Santos by removing unnecessary red tape and restrictions, in order to improve affairs with the community and local agencies. This can be made possible by introducing new legislation that does not keep the people of Los Santos from exercising their privileges. Firearm Licenses. With the new removal of the firearms licensing fee that comes when you apply for a firearms license, the length for which you need to renew the license should be extended. This length will be extended from three months to five months, as the Los Santos Police Department will be receiving regular funding from the Government of Los Santos. Crime Crackdown. The current way that mass crime is handled is ineffective and poor. It is a constant cycle, where the police arrest one person, but then another commits a crime. Alternatively, that person is released, and they aren’t rehabilitated or offered the same chances that others are, therefore causing them to commit another crime. The SAPAP believes that instead of using harsh measures such as gang injunctions and new law enforcement units, community outreach can highly effect what happens in poverty struck areas. New programs to help individuals in areas such as Idlewood, Ganton and Willowfield will very much assist in lowering the crime rate. This doesn’t mean that people who commit crimes won’t be arrested, but helping the community instead of going against them will surely have a positive effect in the future. Community Outreach. The CPQL hasn't taken advantage of the community which has been formed in Los Santos and is barely interactive. The SAPAP's solutions to fix this issue is to regularly host Question and Answer sessions at County Hall, along with consistent charity events at County Hall or Commissioner Hill. These events will assist in bringing the community together, making Los Santos a social hub. Rehabilitation Programs. Introducing a system for rehabilitation of recently released prisoners can be highly beneficial to not only the economy, but the community and city as well. Ex-convicts who would like to improve their lives after release, and make an attempt to turn their lives around will be able to get that second chance. These ex-convicts will be offered jobs within the program which will help them get back on their feet. Amendments to existing legislation. The SAPAP wants to reduce restrictions brought upon the citizens. Certain restrictions such as the Security Officer Permit and the Fortification restrictions are disallowing citizens from maintaining the freedom they deserve. These restrictions also limit safety and affect businesses, as well as homes. Revitalization Projects The Government of Los Santos currently owns countless properties which aren’t put to use. These properties are located throughout the county, many of which are located in poverty struck areas. Instead of allowing these structures to sit and decay, they can be put to use and be used in the community connection initiative. These structures will be turned into various poverty awareness projects, such as homeless shelters, community centers, etc. Transparency The citizens of Los Santos are what makes the government what it is. It seems as if the government has lost its connection with the people, and the SAPAP aims to change that. The government and its agencies will be more transparent with the public, supplying accurate statistics and information to all who wish to gain that information. Revival of Inactive Government Sectors Several complaints have recently been brought up about the inactivity of internal and external government agencies. The finance department within the Government of Los Santos, as well as the Bureau of Traffic Services have shown extreme inactivity within the past months, and nothing has been done to fix it. These issues will be resolved, and citizens will no longer have to wait extensive periods of time for their licenses to be accepted, their cars to be towed, and much more. Benefits As said, the people are what fuels the government in Los Santos. Therefore, the people should get what they deserve, and receive higher tax credits, dependant on your social status, living arrangement, occupation, or children. Everyone deserves money back, and the SAPAP wishes to grant that to the citizens. Re-Evaluation of Gov Spendings It has already been stated that multiple properties are owned by the government, and are not used, but are instead being left alone to rot and decay. The SAPAP will instead use those already owned structures, instead of using more government money to purchase new facilities. The people deserve the money.     Commissioner's Recognition: Stephanie Wyatt Once again in our great city, the communist hordes made an attempt on the lives of the good and harmless Los Santos folk who were simply minding their own business. The reds had an evil yet very simple plan. They decided that their lives had gotten so low that they were going to plant a bomb on our local pier and that they would kill and injure as many people as possible. While many ordinary citizens enjoyed their day out on the pier like sitting ducks, one extra-ordinary one stood out. Sergeant Stephanie Wyatt of the San Andreas State Police noticed what seemed to be an explosive device. Using her instincts she quickly grabbed onto the device and threw it out and over the pier into the water where it exploded. Countless lives were saved and the heroic actions of Sergeant Wyatt cannot be ignored. For many years before this incident, Sergeant Wyatt has been regarded as a well respected and dedicated leader within the State Police and has on many times shown us that she truly believes in what the badge and flag stand for. Because of her actions in the face of terror as well as her leadership in the San Andreas State Police, I hereby issue Stephanie Wyatt The Order of the Aquila  Consilium Populusque Order of the Aquila The highest civilian award to be bestowed to the public by the County Commissioner “in recognition of exceptional contribution to the advancement of County interests, outstanding leadership, professional competence, and significant accomplishment over a sustained period of time”. This award is only to be given out to those who have gone above and beyond their call of duty and are acknowledged as citizens for their hard efforts in furthering the ideals of the CPQL.     AN INTERVIEW WITH KEIRA MOSLEY Today we had the honour of having a chat with the great Keira Mosley. We talked about politics, life and hopes for the future. We will keep it short and simple and skip straight to the great interview. DP So, first off, tell us a little about who you are? KM Well, my name is Keira Mosley. I am the current County Commissioner of Los Santos. I was born in North Salem New York. That's about an hour away from the city. I moved to Los Santos a few years ago. Since then, I've worked quite a few jobs here. Of course I worked my way up the ranks, from Public Relations in the CPQL, to Deputy Commissioner under Mengele. I also was the Charge Nurse at All Saints Hospital and SEMC for quite a while. And I also served as a part-time paramedic in the LSFD. DP That's really relatable stuff. Good for you. KM Thank you. DP Can you tell us now a little about CPQL? KM Well the CPQL was founded a few years back by Thomas Mengele. Tom's been a good friend of mine for a very long time. He was the Chief of Police, Undersheriff, and he's also a former Marine. Tom and a lot of us were sick of the way that the people of Los Santos were being treated. There was no transparency in the government, and it was full of corruption. As you probably know, Mengele was elected four times and then stepped down, giving his power to me. DP A great man from what I hear, that must have been quite the honour? KM Oh yes. Of course I'll never be as great as that man, but it was an honour to fill his shoes. Anyways back to the question, the CPQL considers itself as more of a third position on the political spectrum. tend to thing in a right-wing manner, however we don't ally ourselves with establishment republicans in the GOP. We believe that the people come first... That we should stick to and abide by the US constitution. We believe in free enterprise, while at the same time protecting the people from massive corporations and corrupt elites who want to use them as slave labor. We're for the common man and his family. We also believe in keeping all of our agencies well funded and as strong as possible to better serve the people. Since we've been in power, if you really look at it. Places like Idlewood and Ganton have begun to come rising up. Where empty lots once stood, we erected recreational areas and living complexes. We believe that you can't leave people behind, but at the same time you cannot cater to specific groups without benefiting the larger collective. If you get what I'm saying. DP I totally get it. Those places are somewhat a hub of economic prosperity these days. KM Indeed, back a few years ago, if you wanted business you had to go further uptown. , what many people used to refer to as the ghetto is now a main hub of our city. But we still have a long ways to go. I'd like to establish centers in each of the four districts. I've spoke to our wonderful Chief of Police, Scott Murphy about this. Men, women, and children will be able to come to these centers for various events. Charities, recreational activities... That sort of thing. We'd also like to establish first aid stations. Perhaps if someone gets injured nearby they can head into the station and get help before our EMT's are able to get to them. DP So what would be in the stations? KM Professionals, equipped with enough supplies to be able to provide appropriate care to the sick and injured. DP That's a wonderful idea. KM The founding fathers of our country laid it out. The duty of the government is to protect the people. And that is our first and foremost duty. DP That's really great stuff. What else are you planning to do if you guys get re-elected? KM I'm glad you like it. Well, we haven't really announced it yet, but myself and my adviser, Thomas Scott... used to be the head of the Department of Public Safety. We've established official contracts with the LSPD and DPS. These contracts officially establish a relationship between them and the government. We provide them regular funding, and they have set principles to follow. that, there were no regulations that either department had to stick to. If we were unsatisfied with a department, all we could do was remove their head of department or cut funding, which we wouldn't want to do either. Now there are specific rules we have in place, in which both departments must follow and carry out their duties or we have the full ability to intervene with our Emergency Services Oversight Committee. So we'd further expand this operation, if I were to be re-elected. Making sure that all of our agencies are fully contracted and have a set list of duties to fulfil, while at the same time we can assure them we will provide them their funding and resources. Get what I mean? DP I do yeah, it sounds really, really good. KM As stupid as it sounds, before we affirmed these contracts, if say... The LSPD for example. I'm a big fan of Scott Murphy and what he's doing, so this is just an example. If PD decided that once night they were just going to sit around and not respond to calls... They could literally do that. DP Wow.. KM And there would be no consequence that we could officially take. Now, with this contract, we have more leverage at the negotiating table. They have to respond to calls within a set time spand. They can't discriminate on which calls they want to go to and which ones not. But in all honesty at the current time I can't picture the brave men and women of the LSPD doing such a negligent thing. We have the best police department in the country. I like to think of myself as the LSPD's biggest fan. DP That's really good stuff, it is great having someone in government that people can relate too. KM Thanks, I try to be a relatable person. After all, the people are meant to elect someone to represent them. You've gotta be a down to earth person if you want the people to see you as one of them. DP Yeah for sure. KM Any other questions? DP Well I don't have any, but if there is anything you need to say that might be important, shoot. KM I'd just like to re-assure the people of Los Santos that if they vote for me, they will NOT be disappointed. I took an oath when I was sworn into my duties and I plan on defending that oath to the death. God Bless the people of Los Santos, God Bless our Emergency Services, and God Bless America!     CHASE ENDS IN MEDICAL EMERGENCY A car chase ended in a medical disaster in Idlewood/Glen Park area. Whilst on a ride along with the great officer Wilson, while patrolling the Idlewood area for speeding vehicles we spotted a red Subaru fly past us, we sped up and caught up with them at the pay and spray in Idlewood. Officer Wilson asked over the megaphone system for the driver to park once they go out of the pay and spray. The driver decided to speed on out, trying to avoid a chat with officer Wilson. As we were speeding up the Guantanamo bridge the driver slammed the brakes on, causing officer Wilson to hit the rear of the Subaru. The driver decided to speed off once again, fortunately another officer was able to assist in the chase and helped officer Wilson box the vehicle in. Officer Wilson and the assisting officer quickly jumped out of their respective vehicles and ordered the vehicle to stay put which they complied too, with a lot of insults first though. [ADVERTISEMENTS] As the officers went to the vehicle and asked the driver to step out the driver shouted all kinds of insults toward the officers. The driver was getting overly aggressive to the officers so they had to resort to spraying the offender. What happened next no one expected. Something must have triggered an epileptic seizure, the driver was violently convulsing in the driver seat of the car. This would explain the behaviour beforehand. The officers acted quickly to get the driver out of the vehicle to try lay her down on the ground to avoid her harming herself any further until DPS arrived. DPS acted quickly stabilising the driver. The driver made a full recovery and was sentenced for their crimes.
